                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to inspection of, and public awareness concerning,

 1-2     interstate hazardous liquids pipelines within the State of Texas.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 117.011, Natural Resources Code, is

 1-5     amended to read as follows:

 1-6           Sec. 117.011.  JURISDICTION.  The commission has jurisdiction

 1-7     over all pipeline transportation of hazardous liquids or carbon

 1-8     dioxide and over all hazardous liquid or carbon dioxide pipeline

 1-9     facilities as provided in Chapter 601, Title 49, United States Code

1-10     (49 U.S.C. 60101 et seq.).  The commission may also seek

1-11     designation as an interstate agent to conduct safety inspections on

1-12     all interstate facilities within the borders of the state [the

1-13     Hazardous Liquid Pipeline Safety Act of 1979 (Pub.L.No. 96-129)].

1-14           SECTION 2.  Section 117.012, Natural Resources Code, is

1-15     amended by adding Subsection (g) to read as follows:

1-16           (g)  The commission shall adopt rules for public education

1-17     and awareness concerning pipeline facilities and for a community

1-18     liaison for responding to emergencies.

1-19           SECTION 3.  The importance of this legislation and the

1-20     crowded condition of the calendars in both houses create an

1-21     emergency and an imperative public necessity that the

1-22     constitutional rule requiring bills to be read on three several

1-23     days in each house be suspended, and this rule is hereby suspended.
