                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to inspection of interstate hazardous liquids pipelines

 1-2     within the State of Texas.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Chapter 117, Natural Resources Code, is amended

 1-5     to read as follows:

 1-6           JURISDICTION.  The commission has jurisdiction over all

 1-7     pipeline transportation of hazardous liquids or carbon dioxide and

 1-8     over all hazardous liquid or carbon dioxide pipeline facilities as

 1-9     provided in the (Hazardous Liquids Pipeline Safety Act of 1979),

1-10     Pipeline Safety Act.  The Commission may also seek designation as

1-11     an interstate agent to conduct safety inspections on all interstate

1-12     facilities within the borders of the state.

1-13           SECTION 2.  Section 117.012.  Rules and Standards is amended

1-14     by adding new paragraph (g):

1-15           The commission shall adopt rules for public education and

1-16     awareness for pipeline facilities and community liaison for

1-17     responding to emergencies.

1-18           SECTION 3.  The importance of this legislation and the

1-19     crowded condition of the calendars in both houses create an

1-20     emergency and an imperative public necessity that the

1-21     constitutional rule requiring bills to be read on three several

 2-1     days in each house be suspended, and this rule is hereby suspended.
