1-6 A BILL TO BE ENTITLED
1-7 AN ACT
1-8 relating to inspection of, and public awareness concerning,
1-9 interstate hazardous liquids pipelines within the State of Texas.
1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11 SECTION 1. Section 117.011, Natural Resources Code, is
1-12 amended to read as follows:
1-13 Sec. 117.011. JURISDICTION. The commission has jurisdiction
1-14 over all pipeline transportation of hazardous liquids or carbon
1-15 dioxide and over all hazardous liquid or carbon dioxide pipeline
1-16 facilities as provided in Chapter 601, Title 49, United States Code
1-17 (49 U.S.C. 60101 et seq.). The commission may also seek
1-18 designation as an interstate agent to conduct safety inspections on
1-19 all interstate facilities within the borders of the state [the
1-20 Hazardous Liquid Pipeline Safety Act of 1979 (Pub.L.No. 96-129)].
1-21 SECTION 2. Section 117.012, Natural Resources Code, is
1-22 amended by adding Subsection (g) to read as follows:
1-23 (g) The commission shall adopt rules for public education
1-24 and awareness concerning pipeline facilities and for a community
1-25 liaison for responding to emergencies.
1-26 SECTION 3. The importance of this legislation and the
1-27 crowded condition of the calendars in both houses create an
1-28 emergency and an imperative public necessity that the
1-29 constitutional rule requiring bills to be read on three several
1-30 days in each house be suspended, and this rule is hereby suspended.
