No. 39 97S0449/2 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The Legislature of the State of Texas takes pride in 1-2 recognizing Lieutenant Governor Bob Bullock, President of the 1-3 Senate, who was recently selected as the 1997 Border Texan of the 1-4 Year; and 1-5 WHEREAS, Initiated by the Hidalgo Chamber of Commerce in 1-6 1989, the Border Texan of the Year award pays tribute to an 1-7 individual who has made outstanding contributions to the betterment 1-8 of the Rio Grande Valley and South Texas; and 1-9 WHEREAS, A legendary figure in the State of Texas, Bob 1-10 Bullock has devoted his life to the benefit of our state and has 1-11 given generously of his time and energy on behalf of the Rio Grande 1-12 Valley area and South Texas communities; and 1-13 WHEREAS, A man of extraordinary leadership, vision, and 1-14 determination, Bob Bullock is one of our state's most remarkable 1-15 citizens; and 1-16 WHEREAS, A renowned statesman and veteran politician, Bob 1-17 Bullock was sworn in as the 38th Lieutenant Governor and President 1-18 of the Texas Senate on January 15, 1991; he began his second 1-19 four-year term as Lieutenant Governor on January 17, 1995; and 1-20 WHEREAS, A graduate of Baylor Law School, Governor Bullock 1-21 began his exceptional career as a member of the Texas House of 1-22 Representatives in 1957; he served as Assistant Attorney General in 1-23 1967 and 1968 and as Secretary of State in 1971 and 1972; he was 1-24 the Texas Comptroller of Public Accounts from 1975 to 1990; and 2-1 WHEREAS, In tribute to his hard work and his countless 2-2 achievements, Governor Bullock has received numerous awards and 2-3 honors; in 1996, he was awarded the Santa Rita Award by The 2-4 University of Texas System Board of Regents and the Distinguished 2-5 Public Servant Award by Texas Tech University Center for Public 2-6 Service; and 2-7 WHEREAS, The Lieutenant Governor was awarded the Price Daniel 2-8 Distinguished Public Service Award for 1995 by Baylor University 2-9 and was honored by Texas A&M International University at Laredo 2-10 with the naming of the Bob Bullock Hall; also named in his honor 2-11 was the Bob Bullock Center for Business and Computer Science and 2-12 the Bob Bullock Endowed Scholarship at Blinn College; he was 2-13 granted an Honorary Doctor of Humanities in Medicine by Baylor 2-14 College of Medicine in 1992; and 2-15 WHEREAS, Governor Bullock has earned the praise and gratitude 2-16 of the Texas Democratic Women, who named him Humanitarian of the 2-17 Year in 1995; he was the recipient of the Texas Maverick Award in 2-18 1995 from the Board of Directors of the Corporate Fund for 2-19 Children, was selected as Texan of the Year in 1995 by the Texas 2-20 Legislative Conference, and received the Outstanding Services to 2-21 Libraries Award in 1994 from the Texas Library Association; he was 2-22 named Legislator of the Year by the Houston Police Patrolman's 2-23 Union; and 2-24 WHEREAS, A uniquely talented individual who works tirelessly 2-25 on behalf of his state, Lieutenant Governor Bob Bullock has served 3-1 on a multitude of public service boards and commissions: he has 3-2 served as Chair of the Legislative Budget Board and the Legislative 3-3 Reference Library Board; he has also served as a member of the 3-4 Criminal Justice Policy Council, the Child Care Development Board, 3-5 the Foundation School Fund Budget Committee, the Legislative 3-6 Redistricting Board, and the State Preservation Board; he is on the 3-7 Advisory Board of Save Texas Cemeteries and Southwest Texas 3-8 University's Public Service Academy; and 3-9 WHEREAS, A distinguished gentleman and an extraordinarily 3-10 accomplished statesman, Bob Bullock is a highly respected leader in 3-11 our state and is unquestionably an exemplary figure for generations 3-12 of future Texans; now, therefore, be it 3-13 RESOLVED, That the 75th Legislature of the State of Texas 3-14 hereby commend Lieutenant Governor Bob Bullock for his invaluable 3-15 contributions to our state and extend congratulations to him on 3-16 earning the 1997 Border Texan of the Year award; and, be it further 3-17 RESOLVED, That a copy of this resolution be prepared for 3-18 Lieutenant Governor Bob Bullock as an expression of esteem from the 3-19 Texas Legislature.
