SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The Legislature of the State of Texas recognizes 1-2 that illegal underage drinking contributes substantially to health 1-3 problems, health care costs, violence, crime, and other serious 1-4 problems in the State of Texas; and 1-5 WHEREAS, The lives of too many young Texans have been 1-6 imperiled, and too many young Texans have died as a result of 1-7 illegal underage drinking; and 1-8 WHEREAS, Curbing driving while intoxicated violations and 1-9 juvenile drinking are two of the most important issues which the 1-10 75th Legislature faces; and 1-11 WHEREAS, Through increased education and public awareness, 1-12 the communities of Texas can be mobilized to establish safer and 1-13 healthier norms regarding alcohol use among young Texans; and 1-14 WHEREAS, The school-based alcohol education program known as 1-15 Project SAVE (Stop Alcohol Violations Early) informs young Texans 1-16 about the laws which govern illegal underage drinking in our state 1-17 and enables them to better cope with the decisions that they will 1-18 have to make regarding the use of alcohol; and 1-19 WHEREAS, The State of Texas is committed to mobilizing its 1-20 forces to work for the prevention of alcohol use by Texans under 21 1-21 years of age and proposes to draw attention to this effort in order 1-22 to involve everyone throughout our communities; now, therefore, be 1-23 it 2-1 RESOLVED, That the 75th Legislature of the State of Texas 2-2 hereby proclaim the month of April, 1997, as Youth Alcohol 2-3 Awareness Month in Texas. _______________________________ _______________________________ President of the Senate Speaker of the House I hereby certify that S.C.R.
