SENATE CONCURRENT RESOLUTION

 1-1           WHEREAS, The Honorable Cathye Ray has served with distinction

 1-2     as mayor of Mesquite for the past six years, and her many

 1-3     accomplishments in this office are indeed deserving of special

 1-4     legislative recognition; and

 1-5           WHEREAS, First elected to the Mesquite City Council in 1988,

 1-6     Ms. Ray served as mayor pro tem for one year before earning

 1-7     election to the mayor's office in 1991; since then, she has offered

 1-8     invaluable leadership to the people of Mesquite both in that

 1-9     capacity and as a member of the Mesquite Chamber of Commerce Board

1-10     of Directors and the Mesquite Cable Television Advisory Board; and

1-11           WHEREAS, Ms. Ray's terms in office have been characterized by

1-12     bold initiatives to reform property taxes, improve public services

1-13     in areas such as transportation, recreation, and fire protection,

1-14     and promote economic development; in addition, she has been

1-15     recognized by both Attorney General Dan Morales and the

1-16     International Association of Chiefs of Police for her dedicated

1-17     support of crime-fighting efforts in her community, and in 1996,

1-18     those efforts were rewarded when Mesquite was named one of the 10

1-19     safest cities in the nation by Money magazine; and

1-20           WHEREAS, Under her leadership, Mesquite has also earned the

1-21     designation of All-America City Finalist, and Ms. Ray has

1-22     personally been honored by a wide array of groups; she was named

1-23     favorite local politician by the Mesquite News in 1995 and was

 2-1     recognized among "Women Who Make a Difference" by Harte-Hanks in

 2-2     1994; and

 2-3           WHEREAS, Both as an elected official and as a private

 2-4     citizen, Cathye Ray has set an impressive example of community

 2-5     service and leadership for others to follow, and as she prepares to

 2-6     embark on a new chapter in her already accomplished life, it is a

 2-7     privilege to honor her for her many contributions; now, therefore,

 2-8     be it

 2-9           RESOLVED, That the 75th Legislature of the State of Texas

2-10     hereby commend the Honorable Cathye Ray of Mesquite for her

2-11     distinguished record of public service and extend to her warmest

2-12     best wishes for continued success in all her future endeavors; and,

2-13     be it further

2-14           RESOLVED, That an official copy of this resolution be

2-15     prepared for Ms. Ray as an expression of high regard by the Texas

2-16     House of Representatives and Senate.
