                            SENATE CONCURRENT RESOLUTION

 1-1           WHEREAS, The Legislature of the State of Texas is pleased to

 1-2     recognize Rita Tyson, President of the Texas County and District

 1-3     Clerks' Association, for her invaluable contributions to the

 1-4     citizens of Texas; and

 1-5           WHEREAS, Elected to the office of president on July 4, 1996,

 1-6     Rita Tyson has served with distinction over the past months and has

 1-7     performed her duties ably and responsibly; and

 1-8           WHEREAS, A woman of exceptional abilities and

 1-9     accomplishments, Mrs. Tyson has earned the respect and admiration

1-10     of her colleagues and all those with whom she is associated in her

1-11     highly visible position; and

1-12           WHEREAS, Appointed County and District Clerk of Cochran

1-13     County on June 20, 1986, she is in her third term, having been

1-14     unopposed the last two elections; before her appointment she served

1-15     on various committees of the association through the years and as

1-16     Area I Director; and

1-17           WHEREAS, Her duties as county clerk and district clerk are

1-18     twofold; as county clerk she serves as clerk to both the

1-19     commissioners court and the county courts and is responsible for

1-20     all legal instruments affecting real property titles and for

1-21     recording security instruments, assisting in jury selections, and

1-22     conducting county elections in most counties; and

1-23           WHEREAS, The duties of the district clerk revolve around the

 2-1     district court, and the clerk serves as recorder, registrar, and

 2-2     custodian of all court pleadings, instruments, and papers that are

 2-3     part of any district court case; and

 2-4           WHEREAS, A member of the District Clerks' Legislative

 2-5     Committee for nine years, Mrs. Tyson has been closely involved in

 2-6     getting legislation passed mandating continuing education for

 2-7     clerks funded with a grant through the Center of the Judiciary;

 2-8     Mrs. Tyson served on Justice Tom Phillips committee study on

 2-9     judicial efficiency in 1992; and

2-10           WHEREAS, Mrs. Tyson serves on the Board of Directors of the

2-11     Texas Association of Counties and was recently appointed to the

2-12     Secretary of State's Election Advisory Board and the Attorney

2-13     General's County Advisory Board; and

2-14           WHEREAS, Honored with the award of Outstanding District Clerk

2-15     by the County and District Clerks' Association of Texas for

2-16     1990-1991, the esteemed clerk was elected secretary-treasurer of

2-17     the association in 1993; and

2-18           WHEREAS, As a survivor of cancer, Mrs. Tyson is an

2-19     inspirational model for others battling the disease; she has served

2-20     as president of the Cochran County Unit of the American Cancer

2-21     Society for 11 years, and her unit won the prestigious "Triple

2-22     Crown Award" in 1989; and

2-23           WHEREAS, She has given freely of her time to numerous

2-24     worthwhile activities to benefit her county and her state; now,

2-25     therefore, be it

 3-1           RESOLVED, That the 75th Legislature of the State of Texas

 3-2     hereby express its deep appreciation to Rita Tyson for outstanding

 3-3     accomplishments and extend best wishes to her in all her endeavors;

 3-4     and, be it further

 3-5           RESOLVED, That a copy of this resolution be presented to her

 3-6     as an expression of the high regard of the Texas Legislature.
