                                 A JOINT RESOLUTION

 1-1     proposing a constitutional amendment requiring the legislature to

 1-2     prescribe an educational program for public school students that

 1-3     provides for a general diffusion of knowledge.

 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 1, Article VII, Texas Constitution, is

 1-6     amended to read as follows:

 1-7           Sec. 1.  A general diffusion of knowledge being essential to

 1-8     the preservation of the liberties and rights of the people, it

 1-9     shall be the duty of the Legislature of the State to establish and

1-10     make suitable provision for the support and maintenance of an

1-11     efficient system of public free schools.  The Legislature by

1-12     general law shall prescribe an educational program that provides

1-13     for a general diffusion of knowledge for purposes of this section.

1-14           SECTION 2.  This proposed constitutional amendment shall be

1-15     submitted to the voters at an election to be held November 4, 1997.

1-16     The ballot shall be printed to permit voting for or against the

1-17     proposition:  "The constitutional amendment requiring the

1-18     legislature to prescribe an educational program for public school

1-19     students that provides for a general diffusion of knowledge."
