SENATE JOINT RESOLUTION
1-1 proposing a constitutional amendment relating to exemptions or
1-2 other relief from ad valorem taxes on property upon which approved
1-3 water conservation initiatives have been implemented.
1-4 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 1, Article VIII, Texas Constitution, is
1-6 amended by adding a new Section 1-m to read as follows:
1-7 Sec. 1-m. WATER CONSERVATION INITIATIVES. The legislature
1-8 by general law may authorize counties, cities, towns, and other
1-9 taxing units to grant exemptions or other relief from ad valorem
1-10 taxes on property so designated by the taxing unit as property upon
1-11 which approved water conservation initiatives have been
1-12 implemented.
1-13 SECTION 2. This proposed constitutional amendment shall be
1-14 submitted to the voters at an election to be held November 4, 1997.
1-15 The ballot shall be printed to permit voting for or against the
1-16 proposition: "The constitutional amendment relating to an
1-17 exemption of all or part of the assessed value of property upon
1-18 which approved water conservation initiatives have been
1-19 implemented."
1-20 SECTION 3. The importance of this legislation and the
1-21 crowded condition of the calendars in both houses create an
2-1 emergency and an imperative public necessity that the
2-2 constitutional rule requiring bills to be read on three several
2-3 days in each house be suspended, and this rule is hereby suspended.
