 1-2                              SENATE RESOLUTION

 1-3           WHEREAS, The Senate of the State of Texas takes pride

 1-4     in recognizing Dr. Pheng Kol, who is retiring after 12 years

 1-5     of outstanding service to the State of Texas; and

 1-6           WHEREAS, A graduate of the Conservatoire National Des

 1-7     Arts et Metiers de Paris and the Royal University of Phnom Penh,

 1-8     Cambodia, Pheng Kol earned his master of arts and doctorate

 1-9     degrees in economics from the University of Missouri at Columbia;

1-10     and

1-11           WHEREAS, Dr. Kol was employed by the Ministry of Finance

1-12     of the Cambodian government as district fiscal chief and

1-13     government auditor from 1962 to 1974 and by the Missouri

1-14     Public Service Commission as a research economist from 1978

1-15     to 1983; and

1-16           WHEREAS, He joined the Public Utility Commission of Texas

1-17     in December of 1983 and served as senior rate analyst, manager

1-18     of rate design, manager of economic and strategic analysis, and

1-19     assistant director of the Office of Regulatory Affairs; and

1-20           WHEREAS, An innovative and highly talented individual,

1-21     Dr. Kol developed a fully integrated computerized cost allocation

1-22     and rate design model for electric cooperatives and investor-owned

1-23     electric utilities during his tenure with the commission; and

 2-1           WHEREAS, Prior to Dr. Kol's model, the Public Utility

 2-2     Commission had no in-house method of tracking utility cost of

 2-3     service; Dr. Kol's model is still in use today and has allowed

 2-4     the commission to take an active role in utility cost oversight;

 2-5     Dr. Kol also testified in several precedent-setting rate cases

 2-6     to establish a benchmark for utility rate regulation; and

 2-7           WHEREAS, Highly respected internationally for his expertise,

 2-8     Dr. Kol served as chairman and president of the Cambodian Network

 2-9     Council in Washington, D.C.; through this organization, he

2-10     established the Cambodian-American National Development Organization

2-11     to support humanitarian efforts for the restoration and

2-12     reconstruction of Cambodia; he is now returning to Cambodia

2-13     to serve as president of a new university established in

2-14     conjunction with the University of Delaware; and

2-15           WHEREAS, An exemplary and distinguished gentleman, Dr. Kol

2-16     has played a major role in the field of electric industry and

2-17     utility rate regulation in Texas, and his contributions to the

2-18     Public Utility Commission of Texas have been invaluable; now,

2-19     therefore, be it

2-20           RESOLVED, That the Senate of the State of Texas,

2-21     75th Legislature, hereby commend Dr. Pheng Kol on his

2-22     exceptional accomplishments and his years of loyal service to

2-23     the State of Texas and extend to him best wishes for the future;

2-24     and, be it further

2-25           RESOLVED, That a copy of this Resolution be prepared for

 3-1     him as an expression of esteem from the Texas Senate.
