 1-2                              SENATE RESOLUTION

 1-3           WHEREAS, The Senate of the State of Texas takes pride

 1-4     in joining citizens across the nation in recognizing National

 1-5     LULAC Week and in proclaiming February 16-22, 1997, as LULAC

 1-6     Week in the State of Texas; and

 1-7           WHEREAS, The League of United Latin American Citizens

 1-8     (LULAC) was founded in the City of Corpus Christi on

 1-9     February 17, 1929, by individuals of vision and determination;

1-10     their goal was to improve the lives of Hispanic citizens and

1-11     to find solutions to problems in the fields of civil rights,

1-12     education, and government; and

1-13           WHEREAS, Since its establishment, LULAC has fought for

1-14     the civil rights of Hispanics and other minorities and has

1-15     provided job training and found employment opportunities for

1-16     thousands of minority citizens through the highly successful

1-17     Jobs for Progress, Inc., better known as "SER"; and

1-18           WHEREAS, The organization has helped to provide housing

1-19     for Hispanics in need and has launched a wide variety of programs

1-20     for youths, women, and the elderly; through its National Education

1-21     Service Centers, it has helped Hispanic youths to seek higher

1-22     education and has provided more than $2 million in scholarships;

1-23     it influenced the formation of the Headstart program through its

 2-1     creation of the "Little Schools of the 400"; and

 2-2           WHEREAS, LULAC has helped to initiate litigation against

 2-3     segregation of Hispanics in public schools and has guaranteed

 2-4     Hispanics various constitutional rights; and

 2-5           WHEREAS, The oldest and largest Hispanic civil rights

 2-6     organization in the country, LULAC is an exemplary organization

 2-7     that has helped Hispanics throughout the United States enjoy a

 2-8     greater degree of participation in the affairs of their

 2-9     communities; NOW, THEREFORE, BE IT

2-10           RESOLVED, That the Senate of the State of Texas,

2-11     75th Legislature, hereby commend the League of United Latin

2-12     American Citizens on its exceptional accomplishments and declare

2-13     February 16-22, 1997, as National LULAC Week in Texas; and, be it

2-14     further

2-15           RESOLVED, That a copy of this Resolution be prepared

2-16     for presentation to the Honorable Belen Robles, LULAC National

2-17     President, from El Paso, Texas, and to Mr. Gonzalo Tamez, President

2-18     of Corpus Christi LULAC Council No. 1, as an expression of esteem

2-19     from the Texas Senate.
