 1-2                              SENATE RESOLUTION

 1-3           WHEREAS, Turn Around Texas Days at the State Capitol on

 1-4     February 19 and 20, 1997, recognize the drug fighters and

 1-5     legislators who are working diligently to eliminate drug

 1-6     trafficking and youth violence in our communities; and

 1-7           WHEREAS, Drugs have become the most insidious and pervasive

 1-8     problem facing our country and our state; drugs are in some way

 1-9     associated with 80 percent of all crime and are no respecter of

1-10     age, race, sex, or economic status; and

1-11           WHEREAS, Based on the success of Turn Around America-The

1-12     Wrice Process, Governor George Bush, in conjunction with

1-13     Attorney General Dan Morales, established Turn Around Texas;

1-14     and

1-15           WHEREAS, Turn Around Texas has grown to include 16 groups

1-16     that are part of a rapidly expanding national network of 350

1-17     communities and will soon be an international organization with

1-18     the addition of Turn Around Liberia and Turn Around West Africa;

1-19     and

1-20           WHEREAS, Texas communities that are involved in Turn Around

1-21     Texas include Kilgore, Corsicana, Taylor, Waxahachie, Greenville,

1-22     Terrell, Plainview, Odessa, Alice, Texas City, LaMarque, Palestine,

1-23     Marshall, Longview, Elgin, and Rockdale; and

 2-1           WHEREAS, The dramatic results using Turn Around America-The

 2-2     Wrice Process include an 80 percent drop in crime, 98 percent

 2-3     clearance rates of cases, and a 90 percent reduction in vandalism;

 2-4     and

 2-5           WHEREAS, Turn Around Texas bonds together members of all

 2-6     races, old and young and rich and poor, in a clear, single

 2-7     focus; these drug fighters are committed to making Texas the most

 2-8     inhospitable and unwelcome place for drug dealers; now, therefore,

 2-9     be it

2-10           RESOLVED, That the Senate of the State of Texas,

2-11     75th Legislature, hereby commend each of the Turn Around Texas

2-12     groups and their cities and law enforcement personnel for their

2-13     courage, commitment, and dedication; their efforts make Texans

2-14     proud; and, be it further

2-15           RESOLVED, That the Turn Around Texas drug fighters be urged

2-16     to continue their vigilance in the battle against drugs and assist

2-17     other communities when asked; and, be it further

2-18           RESOLVED, That all Turn Around Texas communities and

2-19     supporting businesses be urged to make every Friday "Up With Hope

2-20     and Down With Dope" Day and wear a Turn Around Texas shirt, hat,

2-21     button, or ribbon signifying support.
