 1-2                              SENATE RESOLUTION

 1-3           WHEREAS, The City of Bastrop will sorely miss the wisdom

 1-4     and expertise of Michael H. Talbot as he leaves his position as

 1-5     City Manager of Bastrop to become City Manager of Lampasas; and

 1-6           WHEREAS, Since he moved to Bastrop in May, 1993, Mr. Talbot

 1-7     has instituted many new projects; he began development of a

 1-8     thoroughfare plan, planning for the future transportation needs

 1-9     of Bastrop; he also implemented a new salary structure and job

1-10     descriptions for City of Bastrop employees; and

1-11           WHEREAS, This talented young man proposed creation of the

1-12     Bastrop Economic Development Corporation, raised the Bastrop

1-13     hotel/motel tax, initiated the adoption of a one-half cent sales

1-14     tax for economic development, and promoted construction of Little

1-15     League fields for the youth of Bastrop; and

1-16           WHEREAS, Born June 9, 1953, in New York City, Michael earned

1-17     his bachelor's degree in sociology, magna cum laude, in 1981 from

1-18     The University of Texas at Dallas, and he earned his master's

1-19     degree in political economy with an emphasis in public-private

1-20     management from the same university in 1982; and

1-21           WHEREAS, Genuinely patriotic, he spent four years in the

1-22     United States Air Force, where he served as a cost accounting

1-23     and real estate specialist; and

 2-1           WHEREAS, A former City Manager of Mission, Texas, and

 2-2     Terrell, Texas, Mr. Talbot brought a wealth of experience to

 2-3     his job with Bastrop; after earning his master's degree, he

 2-4     served as Assistant City Manager for the City of Terrell and

 2-5     then City Manager; Terrell's population at the time was 14,000,

 2-6     and Mr. Talbot implemented an $18 million capital improvements

 2-7     program for the growing city; and

 2-8           WHEREAS, After he left the City of Terrell, Mr. Talbot worked

 2-9     as vice president for the American National Bank of Terrell, where

2-10     his responsibilities included organizing the Economic Development

2-11     Department and implementing the bank's Small Business Administration

2-12     loan program; and

2-13           WHEREAS, Beginning his position with the City of Mission in

2-14     October, 1989, Michael Talbot implemented a community recycling

2-15     center operation, managed a Community Development Block Grant

2-16     entitlement program, and completed a $2 million capital improvements

2-17     plan for an improved drainage, water, and sewer system; and

2-18           WHEREAS, Noted for his honesty and integrity, Michael Talbot

2-19     has always earned the respect and friendship of his colleagues; and

2-20           WHEREAS, Mr. Talbot is assisted in his career by his lovely

2-21     wife, Judith, and they are the loving parents of Devin, Matthew,

2-22     and Colin; and

2-23           WHEREAS, It is indeed appropriate that the Texas Senate pay

2-24     tribute to Michael Talbot for his manifold contributions to the

2-25     cities and towns of Texas; now, therefore, be it

 3-1           RESOLVED, That the Senate of the State of Texas,

 3-2     75th Legislature, hereby commend Michael H. Talbot for the

 3-3     excellent job he has done as City Manager of the City of Bastrop

 3-4     and wish him well in his new position; and, be it further

 3-5           RESOLVED, That a copy of this Resolution be prepared for him

 3-6     as an expression of the high regard of the Texas Senate.
