1-1 1 1-2 SENATE RESOLUTION 1-3 WHEREAS, The Senate of the State of Texas takes pride 1-4 in recognizing Lieutenant Governor Bob Bullock, President of the 1-5 Senate, who was recently selected as the 1997 Border Texan of 1-6 the Year; and 1-7 WHEREAS, Initiated by the Hidalgo Chamber of Commerce in 1989, 1-8 the Border Texan of the Year award pays tribute to an individual 1-9 who has made outstanding contributions to the betterment of the 1-10 Rio Grande Valley and South Texas; and 1-11 WHEREAS, A legendary figure in the State of Texas, 1-12 Bob Bullock has devoted his life to the benefit of our state 1-13 and has given generously of his time and energy on behalf of the 1-14 Rio Grande Valley area and South Texas communities; and 1-15 WHEREAS, A man of extraordinary leadership, vision, and 1-16 determination, Bob Bullock is one of our state's most remarkable 1-17 citizens; and 1-18 WHEREAS, A renowned statesman and veteran politician, 1-19 Bob Bullock was sworn in as the 38th Lieutenant Governor 1-20 and President of the Texas Senate on January 15, 1991; he 1-21 began his second four-year term as Lieutenant Governor on 1-22 January 17, 1995; and 1-23 WHEREAS, A graduate of Baylor Law School, Governor Bullock 2-1 began his exceptional career as a member of the Texas House of 2-2 Representatives in 1957; he served as Assistant Attorney General 2-3 in 1967 and 1968 and as Secretary of State in 1971 and 1972; he 2-4 was the Texas Comptroller of Public Accounts from 1975 to 1990; 2-5 and 2-6 WHEREAS, In tribute to his hard work and his countless 2-7 achievements, Governor Bullock has received numerous awards 2-8 and honors; in 1996, he was awarded the Santa Rita Award by 2-9 The University of Texas System Board of Regents and the 2-10 Distinguished Public Servant Award by Texas Tech University 2-11 Center for Public Service; and 2-12 WHEREAS, The Lieutenant Governor was awarded the Price Daniel 2-13 Distinguished Public Service Award for 1995 by Baylor University 2-14 and was honored by Texas A&M International University at Laredo 2-15 with the naming of the Bob Bullock Hall; also named in his honor 2-16 was the Bob Bullock Center for Business and Computer Science and 2-17 the Bob Bullock Endowed Scholarship at Blinn College; he was 2-18 granted an Honorary Doctor of Humanities in Medicine by 2-19 Baylor College of Medicine in 1992; and 2-20 WHEREAS, Governor Bullock has earned the praise and gratitude 2-21 of the Texas Democratic Women, who named him Humanitarian of the 2-22 Year in 1995; he was the recipient of the Texas Maverick Award 2-23 in 1995 from the Board of Directors of the Corporate Fund for 2-24 Children, was selected as Texan of the Year in 1995 by the Texas 2-25 Legislative Conference, and received the Outstanding Services to 3-1 Libraries Award in 1994 from the Texas Library Association; he 3-2 was named Legislator of the Year by the Houston Police Patrolman's 3-3 Union; and 3-4 WHEREAS, A uniquely talented individual who works tirelessly 3-5 on behalf of his state, Lieutenant Governor Bob Bullock has 3-6 served on a multitude of public service boards and commissions: 3-7 he has served as Chair of the Legislative Budget Board and the 3-8 Legislative Reference Library Board; he has also served as a 3-9 member of the Criminal Justice Policy Council, the Child Care 3-10 Development Board, the Foundation School Fund Budget Committee, 3-11 the Legislative Redistricting Board, and the State Preservation 3-12 Board; he is on the Advisory Board of Save Texas Cemeteries and 3-13 Southwest Texas University's Public Service Academy; and 3-14 WHEREAS, A distinguished gentleman and an extraordinarily 3-15 accomplished statesman, Bob Bullock is a highly respected leader 3-16 in our state and is unquestionably an exemplary figure for 3-17 generations of future Texans; now, therefore, be it 3-18 RESOLVED, That the Senate of the State of Texas, 3-19 75th Legislature, hereby commend Lieutenant Governor Bob Bullock 3-20 for his invaluable contributions to our state and extend 3-21 congratulations to him on earning the 1997 Border Texan of 3-22 the Year award;
