1-1                          SENATE RESOLUTION NO. 416

        1-2           WHEREAS, The Senate of the State of Texas is pleased to

        1-3     recognize Floyd R. Westerman for his 50 years of distinguished

        1-4     service in the investment banking business; and

        1-5           WHEREAS, Presently the financial advisor for the County

        1-6     of Webb, the Laredo Community College, and the Laredo Independent

        1-7     School District, Mr. Westerman has specialized exclusively in

        1-8     municipal finance throughout his career; and

        1-9           WHEREAS, As a financial consultant or underwriter to Texas

       1-10     municipalities, he has advised them in primarily every type of

       1-11     financing, which has included tax and/or revenue bond issues, as

       1-12     well as the various types of refunding; and

       1-13           WHEREAS, Recognized by his colleagues for his expertise in

       1-14     his field, Mr. Westerman became executive vice president of

       1-15     M. E. Allison and Company, Incorporated, in 1972 after a three-year

       1-16     association with Texas Securities Corporation; after opening a

       1-17     public finance department at Knibbe Financial Group, Incorporated,

       1-18     with his son in 1989, Mr. Westerman merged their department into

       1-19     the municipal bond department of Southwest Securities; and

       1-20           WHEREAS, A trusted advisor and valued friend,

       1-21     Mr. Westerman has ably represented and guided countless clients

       1-22     through capital improvement programs and the bond rating process

       1-23     to achieve the highest possible bond credit ratings and the lowest

        2-1     possible interest rates; and

        2-2           WHEREAS, Floyd Westerman has also directed municipalities

        2-3     through alternative funding methods including bond sales to state

        2-4     and federal agencies, private placements of bond issues, as well

        2-5     as comprehensive debt restructuring; he has worked closely over

        2-6     the years with the leading municipal law firms in Texas; now,

        2-7     therefore, be it

        2-8           RESOLVED, That the Senate of the State of Texas,

        2-9     75th Legislature, hereby commend Mr. Floyd Westerman for his

       2-10     invaluable contributions to the citizens of Texas; and, be it

       2-11     further

       2-12           RESOLVED, That a copy of this Resolution be prepared for

       2-13     Mr. Westerman as an expression of high regard from the Texas Senate.
