 1-2                          SENATE RESOLUTION NO. 428

 1-3           WHEREAS, The Senate of Texas takes pleasure in welcoming the

 1-4     students in the PAL, DARE, and San Antonio Fighting Back programs

 1-5     who are visiting the Capitol from many different Central Texas high

 1-6     schools on Wednesday, April 2, 1997, Texas Prevention Day; and

 1-7           WHEREAS, Texas Prevention Day is a day set aside by the

 1-8     legislature to acknowledge the paramount importance of prevention

 1-9     programs; and

1-10           WHEREAS, Because of the recent rise in substance abuse by

1-11     teenagers, many public officials feel that the most effective

1-12     resolution of our drug crisis lies in teaching preventive measures

1-13     young people can utilize; and

1-14           WHEREAS, Several prevention programs with proven success are

1-15     the sponsoring entities of Texas Prevention Day, and among them are

1-16     PAL, DARE, and San Antonio Fighting Back; and

1-17           WHEREAS, PAL or Peer Assistance Leadership is a school-based

1-18     prevention program which uses young people as a source of prevention

1-19     in schools and communities; PALs are carefully chosen and trained and

1-20     then placed in one-to-one situations with younger, at-risk children

1-21     to increase their feelings of self-worth and further develop academic

1-22     skills; evaluations of the effects of the program are most

1-23     encouraging; and

 2-1           WHEREAS, A collection of different curricula designed to

 2-2     prevent violence and substance abuse, DARE educates children about

 2-3     the dangers and consequences of decisions they make; DARE increases

 2-4     student self-esteem and resistance skills; and

 2-5           WHEREAS, A comprehensive crime, violence, and substance abuse

 2-6     prevention program, San Antonio Fighting Back is working toward

 2-7     community development and improvement; funded through the United

 2-8     Way of San Antonio, Bexar County, and the Robert Woods Johnson

 2-9     Foundation, the organization promotes and encourages efforts of

2-10     neighborhood residents to free themselves, their families, and

2-11     their communities from drug abuse, crime, and violence; now,

2-12     therefore, be it

2-13           RESOLVED, That the Senate of the State of Texas,

2-14     75th Legislature, hereby commend the members of PAL, DARE, and

2-15     San Antonio Fighting Back and welcome these students to the

2-16     Capitol of Texas; and, be it further

2-17           RESOLVED, That a copy of this Resolution be prepared for

2-18     the esteemed visitors as an expression of the high regard of the

2-19     Texas Senate.
