1-1 1 1-2 SENATE RESOLUTION NO. 446 1-3 WHEREAS, The Texas Senate is pleased to extend a hearty 1-4 welcome to the members of the Texas Organization of Black County 1-5 Commissioners who are visiting the Capital City during County 1-6 Government Week; and 1-7 WHEREAS, The Texas Organization of Black County Commissioners 1-8 was created on March 14, 1991, in Waco, McLennan County, Texas, 1-9 to generate a minority effort with respect to county redistricting 1-10 and to ensure fair and equitable opportunities for the election of 1-11 minorities to county offices; and 1-12 WHEREAS, Incorporated by the Secretary of the State of Texas on 1-13 June 20, 1995, the Texas Organization of Black County Commissioners 1-14 is an affiliate of the County Judges and Commissioners Association 1-15 of Texas and the National Association of Counties; and 1-16 WHEREAS, Any member or former member of the commissioners court 1-17 of any of the 254 counties in the State of Texas is eligible for 1-18 membership; and 1-19 WHEREAS, The purposes of the organization are to support 1-20 professional development of the membership, serve as a data bank 1-21 for information critical to those who seek access to the political 1-22 system, increase the number of black elected officials, express 1-23 concern for the equal opportunities of all people as a primary 2-1 concern of government, and promote the welfare of the minority 2-2 community who look to their elected black officials for guidance 2-3 and leadership; and 2-4 WHEREAS, The agenda of the organization for 1997 is to focus 2-5 on ensuring beneficial legislation during the 1997 legislative 2-6 session, increase county investments to minority entrepreneurs in 2-7 the state, and educate the members about state laws affecting the 2-8 operation of county offices and roads and bridges; and 2-9 WHEREAS, The members of the Texas Organization of Black County 2-10 Commissioners are to be commended for their continued efforts to 2-11 provide representation in county government for all people and to 2-12 ensure the welfare of those who live in the minority communities; 2-13 now, therefore, be it 2-14 RESOLVED, That the Senate of the State of Texas, 2-15 75th Legislature, hereby extend best wishes to the Texas 2-16 Organization of Black County Commissioners for a most enjoyable 2-17 and rewarding visit to the State Capitol; and, be it further 2-18 RESOLVED, That a copy of this Resolution be prepared for 2-19 this notable group as an expression of the high regard of the 2-20 Texas Senate. 2-21 West 2-22 ______________________________________ 2-23 President of the Senate 2-24 I hereby certify that the above 2-25 Resolution was adopted by the Senate 2-26 on April 16, 1997. 2-27 ______________________________________ 2-28 Secretary of the Senate 2-29 ______________________________________ 3-1 Member, Texas Senate
