 1-2                          SENATE RESOLUTION NO. 480

 1-3           WHEREAS, The Senate of the State of Texas takes great

 1-4     pleasure in recognizing Barbara Culver Clack for being named

 1-5     recipient of the prestigious Community Builder Award from three

 1-6     Masonic Lodges of Midland and the Grand Lodge of Texas; and

 1-7           WHEREAS, The Community Builder Award was established by

 1-8     the Grand Lodge of Texas to authorize a Masonic Lodge to formally

 1-9     recognize notable non-Masons who have distinguished themselves

1-10     through their service to the community, to local, state, or

1-11     national government, to their church or synagogue, to education,

1-12     to medicine, and to humanity in general; and

1-13           WHEREAS, The Honorable Barbara Culver Clack was Midland

1-14     County Judge from 1963 to 1978, was judge of the 318th District

1-15     Court for 10 years, and was appointed to the Texas Supreme Court

1-16     in 1988; and

1-17           WHEREAS, Well known for her fairness and knowledge of

1-18     family law, she was selected as the first recipient of the

1-19     Sam Emison Memorial Award for an outstanding family court judge

1-20     in 1984; and

1-21           WHEREAS, This excellent jurist served as president of the

1-22     West Texas County Judges and Commissioners Association, the Permian

1-23     Basin Regional Planning Commission, and the National Association of

 2-1     Regional Councils; and

 2-2           WHEREAS, A project that resulted in the creation of the

 2-3     Culver Youth Center in 1968 has won her the most appreciation; the

 2-4     structure which housed errant boys and girls has served the

 2-5     community quite well for three decades; and

 2-6           WHEREAS, A $3.2 million expansion of that facility is

 2-7     presently being built, and it has been renamed the Barbara Culver

 2-8     Juvenile Justice Center; and

 2-9           WHEREAS, The citizens of Midland and the State of Texas

2-10     have greatly benefitted from the expertise of

2-11     Judge Barbara Culver Clack, and she is certainly worthy of

2-12     legislative recognition; now, therefore, be it

2-13           RESOLVED, That the Senate of the State of Texas,

2-14     75th Legislature, hereby congratulate Barbara Culver Clack on her

2-15     selection as recipient of the Community Builder Award of the Grand

2-16     Lodge of Texas; and, be it further

2-17           RESOLVED, That a copy of this Resolution be prepared for

2-18     her as an expression of the high regard of the Texas Senate.
