1-1 1 1-2 SENATE RESOLUTION NO. 492 1-3 In Memory 1-4 of 1-5 Dr. J. R. Manning 1-6 WHEREAS, It is with deep sorrow that the Texas Senate mourns 1-7 the passing of one of Kingsville's most esteemed and well-loved 1-8 citizens, Dr. J. R. Manning, who died on March 5, 1997, at 1-9 the age of 99; and 1-10 WHEREAS, He was born in Yoakum in 1898 and received his 1-11 bachelor's degree in 1921 and master's degree in economics in 1925 1-12 from The University of Texas; and 1-13 WHEREAS, Known throughout the state as a premier educator 1-14 and business leader, Dr. Manning devoted himself to business ethics 1-15 and municipal improvement; and 1-16 WHEREAS, A member of the founding faculty of Texas A&M 1-17 University--Kingsville, Dr. Manning was associated with the 1-18 institution for 44 years; after his retirement in 1969, he served 1-19 for several terms as mayor of the City of Kingsville; and 1-20 WHEREAS, Recognized as one of the giants of the educational 1-21 institution he served so well, Dr. Manning went to Texas A&M 1-22 University--Kingsville as one of the founding faculty when it first 1-23 opened its doors as South Texas State Teachers College in 1925; and 2-1 WHEREAS, He was a profound influence throughout his tenure 2-2 and held several key positions as a teacher, dean of the business 2-3 department, administrator, publicity director, and chairman of the 2-4 athletic council; his belief that the study of business education 2-5 should encompass ethical behavior was ahead of its time; and 2-6 WHEREAS, To honor this distinguished educator, the university 2-7 has a fully endowed chair in the business department and a business 2-8 ethics center that bears his name, the J. R. Manning Ethical Center 2-9 which opened in 1995; and 2-10 WHEREAS, During his three terms as mayor of Kingsville, 2-11 Dr. Manning worked diligently on projects to improve the city; he 2-12 was instrumental in developing beautification programs, paving and 2-13 widening city streets, improving the sewer and water 2-14 infrastructure, and purchasing a new building for City Hall; and 2-15 WHEREAS, Dr. Manning devoted his time and efforts to several 2-16 community organizations; he served as president of the local 2-17 cancer society and was a longtime member of the Rotary Club and 2-18 Masons; a man who lived his faith in his daily life, he served as 2-19 chairman of the board of deacons of the First Baptist Church for 2-20 20 years; and 2-21 WHEREAS, The death of such a fine citizen is felt not only by 2-22 his family and friends, but also by the people who benefitted from 2-23 his accomplishments and community spirit, and it is appropriate for 2-24 the Texas Senate to honor the memory of this respected individual; 2-25 now, therefore, be it 3-1 RESOLVED, That the Senate of the State of Texas, 3-2 75th Legislature, hereby extend sincere condolences to the members 3-3 of his family: his stepdaughters, Kathy Wales and Mary Archer; 3-4 his sister, Mrs. Eva A. Bayne; and his brother, W. S. Manning; 3-5 and, be it further 3-6 RESOLVED, That a copy of this Resolution be prepared for 3-7 those held dear by Dr. Manning as an expression of deepest sympathy 3-8 from the Texas Senate, and that when the Senate adjourns this day, 3-9 it do so in memory of J. R.
