1-1                          SENATE RESOLUTION NO. 515

        1-2           WHEREAS, The Senate of the State of Texas takes pride in

        1-3     recognizing William "Will" Scott Sloan-Kavanaugh, who is retiring

        1-4     after longtime service with the Office of the Comptroller of Public

        1-5     Accounts and a total of 25 years of loyal service with the state;

        1-6     and

        1-7           WHEREAS, Will Sloan-Kavanaugh joined the Office of the

        1-8     Comptroller of Public Accounts in 1969, when the office was still

        1-9     located in the state capitol; he was one of the original assembler

       1-10     language programmers and worked on the first revenue estimating

       1-11     and forecasting systems for the office; and

       1-12           WHEREAS, Mr. Sloan-Kavanaugh designed the original general

       1-13     ledger system and wrote an in-house system development life-cycle

       1-14     methodology; during his tenure, he guided the implementation of

       1-15     three different systems development life-cycle methodologies; and

       1-16           WHEREAS, He served as an applications system designer, a data

       1-17     security analyst, a quality control analyst, a data processing

       1-18     center documentation librarian, and a year-2000 analyst; and

       1-19           WHEREAS, William Sloan-Kavanaugh is a man of many talents who

       1-20     has handled his responsibilities in the comptroller's office with

       1-21     exceptional alacrity and dedication; a retirement party in his honor

       1-22     is being held April 25, 1997; and

       1-23           WHEREAS, An exemplary gentleman, William Sloan-Kavanaugh is

        2-1     respected and well liked by his colleagues, and his presence at

        2-2     the comptroller's office will be greatly missed; now, therefore,

        2-3     be it

        2-4           RESOLVED, That the Senate of the State of Texas,

        2-5     75th Legislature, hereby commend William Sloan-Kavanaugh on his

        2-6     exceptional career in the Office of the Comptroller of Public

        2-7     Accounts and extend to him best wishes for the years ahead and

        2-8     congratulations on earning a master's degree at Southwest Texas

        2-9     State University; and, be it further

       2-10           RESOLVED, That a copy of this Resolution be prepared for him

       2-11     as an expression of esteem from the Texas Senate.
