1-1 SENATE RESOLUTION NO. 521 1-2 WHEREAS, The Senate of Texas takes pleasure in recognizing 1-3 Margaret Doughty, who was selected as an Outstanding Texan Award 1-4 Winner in the field of community and public service by the Texas 1-5 Legislative Black Caucus during its biannual weekend which was 1-6 held March 20 through 23, 1997; and 1-7 WHEREAS, The executive director of the Houston READ Commission, 1-8 Margaret Doughty is the head of the largest urban literacy coalition 1-9 in the United States with more than 100 partner agencies in the city; 1-10 and 1-11 WHEREAS, Having worked more than 20 years in the literacy 1-12 field, she has been a teacher, trainer, administrator, and 1-13 curriculum designer; and 1-14 WHEREAS, Dedicated and talented, she serves on the advisory 1-15 board of Children at Risk and is a literacy technical advisor to 1-16 the Texas Council on Workforce and Economic Competitiveness; and 1-17 WHEREAS, In 1992, the Houston READ Commission was recognized 1-18 by Leadership Houston with the Leadership in Action Award for 1-19 social responsibility, and in 1994, it was honored by the Literacy 1-20 AmeriCorps program; now, therefore, be it 1-21 RESOLVED, That the Senate of the State of Texas, 1-22 75th Legislature, hereby congratulate Margaret Doughty on 1-23 her selection as an Outstanding Texan Award Winner by the 2-1 Texas Legislative Black Caucus; and, be it further 2-2 RESOLVED, That a copy of this Resolution be prepared for her 2-3 as an expression of the greatest respect of the Texas Senate. 2-4 Ellis 2-5 ______________________________________ 2-6 President of the Senate 2-7 I hereby certify that the above 2-8 Resolution was adopted by the Senate 2-9 on April 16, 1997. 2-10 ______________________________________ 2-11 Secretary of the Senate 2-12 ______________________________________ 2-13 Member, Texas Senate
