 1-2                          SENATE RESOLUTION NO. 632

 1-3           WHEREAS, The Senate of Texas will commemorate the 150th

 1-4     anniversary of the election of the first Lieutenant Governor of

 1-5     the State of Texas on Friday, May 2, 1997, and each living former

 1-6     lieutenant governor in the state will be on hand for a small

 1-7     ceremony; and

 1-8           WHEREAS, The 37th Lieutenant Governor, William P. Hobby,

 1-9     served in this office for a longer time than any other person

1-10     elected to it; and

1-11           WHEREAS, Continuing an affiliation with state government

1-12     that includes three generations, Bill Hobby is the grandson

1-13     of a state senator, Edwin Hobby, and son of William P. Hobby, Sr.,

1-14     the state's 24th lieutenant governor, who became governor in 1917;

1-15     and

1-16           WHEREAS, Born on January 19, 1932, in Houston, he graduated

1-17     from Rice University in 1953 and entered the United States Navy,

1-18     where he served for four years in Naval Intelligence; and

1-19           WHEREAS, Thereafter, he joined the staff of the

1-20     Houston Post, his father's newspaper, and advanced through

1-21     several editorial positions; with the decline of his father's

1-22     health, Bill Hobby took more control over the paper with increased

1-23     managerial responsibilities; he became executive editor and

 2-1     president of the company in 1965; and

 2-2           WHEREAS, Serving as Senate Parliamentarian for

 2-3     Lieutenant Governor Ben Ramsey in 1959 gave William Hobby

 2-4     valuable experience with the Texas State Senate; and

 2-5           WHEREAS, Appointed to two state posts in 1969, he led a

 2-6     comprehensive review of the welfare system of Texas as Chairman of

 2-7     the Senate Interim Committee on Welfare Reform and was also named

 2-8     to the Texas Air Control Board; and

 2-9           WHEREAS, Bill Hobby ran for lieutenant governor in 1972 and

2-10     was elected; he first presided over the 63rd Legislature, and as

2-11     chairman of the Legislative Budget Board, promoted policies using

2-12     zero-based budgeting; at the same time, a constitutional amendment

2-13     was adopted making the term for lieutenant governor a four-year

2-14     office; and

2-15           WHEREAS, During his tenure as lieutenant governor, the

2-16     Sunset Advisory Commission was created, indigent health care was

2-17     instituted, and tremendous gains were made in the fields of fiscal

2-18     management, mental health, water conservation, and public

2-19     assistance programs; and

2-20           WHEREAS, The contributions made by Bill Hobby as a member

2-21     of the Select Committee on Public Education underscore his

2-22     determination to support our state's educational system; the

2-23     committee's recommendation led to the reform of public education

2-24     in Texas; and

2-25           WHEREAS, Currently the Radoslav Tsanoff Professor at Rice

 3-1     University, Bill Hobby also presently holds the Sid Richardson

 3-2     Chair in Public Affairs at the LBJ School of Public Affairs; and

 3-3           WHEREAS, Bill Hobby serves on the boards of Southwest

 3-4     Airlines and Saint Edward's University; now, therefore, be it

 3-5           RESOLVED, That the Senate of the State of Texas,

 3-6     75th Legislature, hereby commend the career of superb public

 3-7     service of William P. Hobby and express deepest gratitude to

 3-8     him for his manifold contributions to his fellow citizens; and, be

 3-9     it further

3-10           RESOLVED, That a copy of this Resolution be prepared for

3-11     him as an expression of the highest regard and esteem of the

3-12     Texas Senate.
