 1-2                          SENATE RESOLUTION NO. 726

 1-3           WHEREAS, It is indeed an honor for the Senate of the

 1-4     State of Texas to recognize Dr. Justin Wakeland on the occasion

 1-5     of his retirement from more than 35 years of superb service in

 1-6     the field of education; and

 1-7           WHEREAS, This esteemed educator began his teaching career

 1-8     as a coach and teacher with the Dallas Independent School District

 1-9     in 1961; and

1-10           WHEREAS, Justin Wakeland married Jacquline Roberts in

1-11     1961, and the loving couple made a warm and loving home for

1-12     their children, Mark and Sherri; and

1-13           WHEREAS, Dr. Wakeland earned his master's degree in

1-14     educational administration from the University of North Texas

1-15     in 1965, and his doctoral degree in education specializing in

1-16     administrative leadership from the same university in 1972; and

1-17           WHEREAS, Dr. Wakeland moved to Plano to serve as a middle

1-18     and high school principal for two years; in Plano his peers elected

1-19     him chairman of the new administrators organization, and he worked

1-20     on numerous committees to improve programs and facilities; and

1-21           WHEREAS, Appointed Superintendent of Schools in the Frisco

1-22     Independent School District in 1978, Dr. Wakeland continued in that

1-23     position until his retirement this spring; and

 2-1           WHEREAS, While under the leadership of Dr. Wakeland, the

 2-2     Frisco Independent School District experienced steady rapid growth,

 2-3     and it has expanded to its present 315 employees, an annual budget

 2-4     of over $12 million, facilities worth over $53 million, and a

 2-5     student population of over 2,700; and

 2-6           WHEREAS, The dedication to excellence exhibited by

 2-7     Dr. Wakeland has been demonstrated by the numerous awards he has

 2-8     received; he was honored with the Outstanding Alumni Award by the

 2-9     University of North Texas Department of Educational Administration

2-10     and the Golden Eagle Special Recognition Award by the University

2-11     of North Texas Professional Administrators and Supervisors Council;

2-12     he was also recognized as one of today's 12 leaders in Texas

2-13     education by the Texas School Business Magazine; and

2-14           WHEREAS, Among the civic associations he joined was the

2-15     State and National Parent Teacher Association, where he was made

2-16     an honorary life member, and the Texas Association of School

2-17     Administrators, where he worked in many different capacities;

2-18     he is also a member of the Frisco Chamber of Commerce and the

2-19     Frisco Rotary Club; and

2-20           WHEREAS, The students, faculty, and staff of the

2-21     Frisco Independent School District have greatly benefitted from

2-22     Dr. Wakeland's outstanding contributions and expertise for the

2-23     last 17 years; now, therefore, be it

2-24           RESOLVED, That the Senate of the State of Texas,

2-25     75th Legislature, hereby congratulate Dr. Wakeland on his

 3-1     well-deserved retirement and wish him well in the retirement

 3-2     years ahead; and, be it further

 3-3           RESOLVED, That a copy of this Resolution be prepared

 3-4     for Dr. Wakeland as an expression of the highest regard and

 3-5     esteem of the Texas Senate.
