1-1 1 1-2 SENATE RESOLUTION NO. 762 1-3 WHEREAS, The State of Texas has been blessed throughout its 1-4 history with men and women who provided protection and safety for 1-5 her people through established law enforcement authorities; and 1-6 WHEREAS, The citizens of Texas recently witnessed the 1-7 unfolding of a dramatic incident in the Fort Davis area when law 1-8 enforcement personnel were called upon to handle a potentially 1-9 volatile situation; and 1-10 WHEREAS, The restraint shown by the Texas Department of 1-11 Public Safety officers and all those involved in the week-long 1-12 standoff resulted in a peaceful compromise, reinforcing the expert 1-13 handling of the explosive situation by highly trained and efficient 1-14 officers; and 1-15 WHEREAS, Texans have every reason to be proud of all those 1-16 involved in bringing about a calm surrender of all but two of the 1-17 separatist Republic of Texas members; and 1-18 WHEREAS, Our citizens owe a tremendous debt of gratitude to 1-19 Sheriff Steve Bailey and his deputies; Captains Barry Caver and 1-20 Carl Weathers, Texas Ranger commanders, and all Rangers on the 1-21 scene; Sergeant Doug Vance and Department of Public Safety SWAT 1-22 personnel; Lieutenant Lynn Dixon and Department of Public Safety 1-23 Dive Recovery Team, Chief Pilot Investigator Bill Isbell and 2-1 all Department of Public Safety pilots at the scene; 2-2 Captain Larry Benningfield and Special Crimes personnel; 2-3 Captain Bruce Tabor and Motor Vehicle Theft personnel; 2-4 Major Lee Smith of Traffic Law Enforcement and his supervisory 2-5 personnel; District Attorney Albert Valadez; and Mike Cox and the 2-6 Department of Public Safety Public Information staff; and 2-7 WHEREAS, Offering invaluable support and assistance were 2-8 members of the Department of Public Safety Narcotics Service; 2-9 Department of Public Safety Crime Laboratory personnel; Department 2-10 of Public Safety Support personnel; Texas Department of Criminal 2-11 Justice; firefighters and Emergency Medical Services personnel 2-12 from several surrounding communities; members of the Texas National 2-13 Guard, United States Army, local police agencies, and Salvation 2-14 Army; federal law enforcement agencies including the Federal Bureau 2-15 of Investigation, Immigration and Naturalization Service, and 2-16 United States Marshals; Midland Police Department SWAT team; 2-17 Smith County Sheriff's Department; Ector County EOD officers; 2-18 Texas Department of Transportation; and Permian Basin Baptist 2-19 Men's Disaster Relief; now, therefore, be it 2-20 RESOLVED, That the Senate of the State of Texas, 2-21 75th Legislature, hereby commend these heroic men and women for 2-22 their devotion and dedication to the State of Texas; and, be it 2-23 further 2-24 RESOLVED, That a copy of this Resolution be prepared for this 2-25 distinguished group as an expression of the highest regard and 3-1 deepest appreciation of the members of the Texas Senate. 3-2 Barrientos 3-3 ______________________________________ 3-4 President of the Senate 3-5 I hereby certify that the above 3-6 Resolution was adopted by the Senate 3-7 on May 16, 1997. 3-8 ______________________________________ 3-9 Secretary of the Senate 3-10 ______________________________________ 3-11 Member, Texas Senate
