1-1 1 1-2 SENATE RESOLUTION NO. 785 1-3 WHEREAS, The Senate of Texas takes pride in recognizing 1-4 Lawrence Francis for being an outstanding citizen of El Paso and 1-5 of Texas; and 1-6 WHEREAS, The immediate past mayor of El Paso, Mr. Francis 1-7 was elected to the office in June, 1993, and he was reelected in 1-8 May, 1995; and 1-9 WHEREAS, Born in San Antonio, Texas, on April 23, 1933, 1-10 he moved to El Paso with his family when he was eight years old; 1-11 he graduated from Austin High School in El Paso in 1951 and 1-12 attended Texas A&M University; he earned his bachelor of science 1-13 degree in electrical engineering and then his master of science 1-14 degree in 1956; and 1-15 WHEREAS, While at Texas A&M University, he met and married his 1-16 wife, Marilyn; and 1-17 WHEREAS, Larry Francis served his country honorably in the 1-18 United States Air Force; in 1959, he founded and served as president 1-19 of Francis Communications, and he founded and became president of 1-20 SYT Corporation in 1964; and 1-21 WHEREAS, A man who wanted to give back to his community, he 1-22 served as Chairman of the City of El Paso's Civil Service Commission 1-23 for eight years, and he served as the Chairman of the El Paso Sun 2-1 Carnival Host Committee; and 2-2 WHEREAS, Noted for his honesty and integrity, Mr. Francis has 2-3 earned the respect and friendship of his colleagues; and 2-4 WHEREAS, Mr. Francis has been assisted in his career by his 2-5 lovely wife, Marilyn; they are proud of their four children, Rick, 2-6 Carilyn, Linda, and Brian, and their four grandchildren, Lauren, 2-7 Tyler, Grant, and Spencer; and 2-8 WHEREAS, The varied and notable achievements of Mr. Francis 2-9 have contributed greatly to the growth and progress of El Paso, 2-10 El Paso County, and the State of Texas; now, therefore, be it 2-11 RESOLVED, That the Senate of the State of Texas, 2-12 75th Legislature, hereby congratulate Larry Francis on his 2-13 countless contributions to his community and state; and, be 2-14 it further 2-15 RESOLVED, That a copy of this Resolution be prepared for 2-16 him as an expression of the highest regard of the Texas Senate 2-17 with best wishes for a rich and rewarding future. 2-18 Shapleigh 2-19 ______________________________________ 2-20 President of the Senate 2-21 I hereby certify that the above 2-22 Resolution was adopted by the Senate 2-23 on May 20, 1997. 2-24 ______________________________________ 2-25 Secretary of the Senate 2-26 ______________________________________ 2-27 Member, Texas Senate
