1-1 1 1-2 SENATE RESOLUTION NO. 792 1-3 WHEREAS, The Senate of the State of Texas is pleased to 1-4 recognize Cephus S. "Dusty" Rhodes for his notable contributions 1-5 to the citizens of El Paso, Texas; and 1-6 WHEREAS, A native of Apalachicola, Florida, Mr. Rhodes 1-7 retired in 1975 with the rank of Lieutenant Colonel in the 1-8 United States Army after almost 22 years of distinguished service; 1-9 and 1-10 WHEREAS, He was commissioned through the Reserve Officers' 1-11 Training Corps at Hampton Institute in Hampton, Virginia, where 1-12 he earned a bachelor of science degree in biology and chemistry; and 1-13 WHEREAS, Colonel Rhodes served all over the world during his 1-14 military career and was awarded the Bronze Star for valor, the 1-15 Purple Heart, and the Meritorious Service Medal for his exceptional 1-16 courage and devotion; and 1-17 WHEREAS, Before his retirement from the military in 1975, 1-18 Dusty Rhodes was Director of the Fort Bliss Computer Center, 1-19 and he has continued to live in El Paso, where he has become very 1-20 involved in civic responsibilities; and 1-21 WHEREAS, He has served with distinction as president, vice 1-22 president, or board member of several organizations including the 1-23 El Paso City Parks and Recreation Advisory Board, El Paso Women's 2-1 Employment and Education, Incorporated, the Black Political Caucus, 2-2 and the Greater El Paso Chamber of Commerce; a former Democratic 2-3 Party Precinct Chairman, he served for three years as Director of 2-4 the National Association of Private Industry Councils and is a 2-5 deacon at Immanuel Baptist Church, where he has been a choir member 2-6 for 20 years; and 2-7 WHEREAS, Before retiring in 1992, Mr. Rhodes was a Senior 2-8 Systems Analyst for the El Paso Natural Gas Company; he is presently 2-9 serving his second term as City Representative for District 5 in 2-10 order to achieve his goal of providing a better place to live for 2-11 all the residents of El Paso; now, therefore, be it 2-12 RESOLVED, That the Senate of the State of Texas, 2-13 75th Legislature, hereby commend Cephus S.
