 1-2                          SENATE RESOLUTION NO. 819

 1-3           WHEREAS, The Senate of the State of Texas takes great

 1-4     pride in recognizing the Honorable Edward S. Marquez for his many

 1-5     contributions to his community and to his state; and

 1-6           WHEREAS, Born on January 8, 1931, in El Paso, Texas,

 1-7     Judge Marquez graduated from El Paso High School and received his

 1-8     bachelor of arts degree from The University of Texas at Austin and

 1-9     his law degree from The University of Texas School of Law; and

1-10           WHEREAS, He served his country honorably in the United States

1-11     Air Force-Air Rescue Service during the Korean War; and

1-12           WHEREAS, Appointed an Assistant United States Attorney for

1-13     the western district of Texas in 1965, he was assigned to El Paso

1-14     and Del Rio, Texas; in January, 1974, Governor Dolph Briscoe

1-15     appointed Judge Marquez to the 65th District Court, where he served

1-16     with distinction for 22 years and retired on December 31, 1996; and

1-17           WHEREAS, Judge Marquez created a guardian ad litem program of

1-18     trained attorneys in the area of the psychology of child abuse, and

1-19     he brought Court Appointed Children Advocates to represent children

1-20     in court; and

1-21           WHEREAS, In January, 1997, Judge Marquez was appointed

1-22     Senior Judge (Visiting Judge) and is still serving in that

1-23     capacity; and

 2-1           WHEREAS, Noted for his interest in children's issues,

 2-2     this noted jurist heard all cases of the Child Protective Services

 2-3     Department as well as civil and criminal cases for 18 years; and

 2-4           WHEREAS, Having earned countless honors, Judge Marquez

 2-5     has been:  recognized an Outstanding Citizen by the League of

 2-6     United Latin American Citizens and an Outstanding Judge by the

 2-7     local bar association; the recipient of "Faceless Children's Award"

 2-8     by the Foster Parent Association of El Paso; honored by the El Paso

 2-9     Boys' Club for volunteer service in teaching youngsters to speak

2-10     better English; awarded for instituting Aikido classes at the

2-11     Northeast Young Men's Christian Association; and honored by

2-12     Mexican American Democrats; and

2-13           WHEREAS, Certainly the career of Senior Judge Edward S. Marquez

2-14     is worthy of great respect; now, therefore, be it

2-15           RESOLVED, That the Senate of the State of Texas,

2-16     75th Legislature, hereby extend congratulations to the

2-17     Honorable Edward S. Marquez on his superlative career of service

2-18     and wish him continued success in the future; and

2-19           RESOLVED, That a copy of this Resolution be prepared for

2-20     Judge Marquez as an expression of the great respect and esteem of

2-21     the Texas Senate.
