                                 R E S O L U T I O N
 1-1           BE IT RESOLVED by the Senate of the State of Texas, 75th
 1-2     Legislature, Regular Session, 1997, That Senate Rule 12.03 be
 1-3     suspended in part as provided by Senate Rule Section 12.08 to
 1-4     enable the conference committee appointed to resolve the
 1-5     differences on House Bill No. 2777 to consider and take action on
 1-6     the following matters:
 1-7           (1)  Senate Rule 12.03(4) is suspended to permit the
 1-8     committee to add text to amended Section 9.12(a), Chapter 655, Acts
 1-9     of the 74th Legislature, Regular Session, 1995, to read as follows:
1-10           "(1)  shall give priority to the design and development of
1-11     computer hardware and software for and provide technical support
1-12     relating to the integrated eligibility determination system;".
1-13           Explanation:  This change is necessary to ensure that the
1-14     Health and Human Services Commission gives priority to the design
1-15     and development of computer hardware and software and provides
1-16     related technical support in the development and implementation of
1-17     a plan for the integration of services and functions relating to
1-18     eligibility determination and service delivery.
1-19           (2)  Senate Rule 12.03(4) is suspended to permit the
1-20     committee to add text to amended Section 9.12(d), Chapter 655, Acts
1-21     of the 74th Legislature, Regular Session, 1995, to read as follows:
1-22           "and meets the criteria set out in the cost-benefit analysis
1-23     described in this subsection.  Before the awarding of a contract,
1-24     the commission shall provide a detailed cost-benefit analysis to
 2-1     the governor, the Legislative Budget Board, and the Texas
 2-2     Integrated Enrollment Services Legislative Oversight Committee
 2-3     established under Section 531.202, Government Code.  The analysis
 2-4     must demonstrate the cost-effectiveness of the plan, mechanisms for
 2-5     monitoring performance under the plan, and specific improvements to
 2-6     the service delivery system and client access made by the plan.
 2-7     The commission shall make the analysis available to the public."
 2-8           Explanation:  This change is necessary to ensure that a
 2-9     detailed cost-benefit analysis of the plan for the integration of
2-10     services and functions relating to eligibility determination and
2-11     service delivery is conducted by the Health and Human Services
2-12     Commission before the commission awards a contract for
2-13     implementation of all or part of the plan.
