         FROM: John Keel, Director

In response to your request for a Fiscal Note on HB9 ( Relating
to the prepaid higher education tuition program.) this office
has detemined the following:

Biennial Net Impact to General Revenue Funds by HB9-As Introduced

No significant fiscal implication to the State is anticipated.

The bill would clarify various administrative issues of the
Prepaid Higher Education Tuition Program and the Texas Tomorrow
Fund. The fund is a self-sustaining. All administrative and
operating costs are paid for by the proceeds of the sale of
contracts.

The bill would allow the state to contribute
to the prepaid higher education tuition scholarships. It is
not known if the state would contribute. However, if state
contributions were made, it is not expected that they would
have a significant fiscal impact.

No fiscal implication to units of local government is anticipated.
