TO: Honorable James E. "Pete" Laney IN RE: House Bill No. 65, As Passed 2nd House
          Speaker of the House Kamel
          House of Representatives
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on HB65 ( relating
to increases in tuition and fees charged by public institutions
of higher education) this office has detemined the following:

Biennial Net Impact to General Revenue Funds by HB65-As Passed 2nd House

No fiscal implication to the State is anticipated.

The bill would prohibit an institution from increasing tuition
and fee charges for a semester or summer term after students
register for the term. It is assumed that institutions would
establish tuition and fee charges for a semester or summer term
prior to preregistration for the semester or term.

No fiscal implication to units of local government is anticipated.
