LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
75th Regular Session
March 2, 1997
TO: Honorable Steven Wolens, Chair IN RE: House Bill No. 101
Committee on State Affairs By: Gray
House
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on HB101 ( Relating
to the adoption of the Emergency Management Assistance Compact.)
this office has detemined the following:
Biennial Net Impact to General Revenue Funds by HB101-As Introduced
No significant fiscal implication to the State is anticipated.
The bill would allow for the creation of interstate emergency
management assistance compacts between Texas and any other state(s).
Any state rendering aid could require reimbursement by the
requesting state for emergency assistance-related expenses.
A state requesting assistance would therefore be liable for
costs incurred by the responding state for emergency assistance,
although the bill would allow the responding state to donate
emergency services and loan equipment to the requesting state.
Texas can currently request and receive from other states emergency
relief aid that would require reimbursement for costs incurred.
Also, many emergencies in Texas could likely be addressed by
a combination of local, state, federal, and private relief efforts.
Therefore, no significant additional costs to the state are
anticipated.
No fiscal implication to units of local government is anticipated.
