LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 27, 1997 TO: Honorable Clyde Alexander, Chair IN RE: House Bill No. 350, Committee Report 1st House, Substituted Committee on Transportation By: Pitts House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB350 ( Relating to the issuance of a motorcycle driver's license and the wearing of protective heargear by certain motorcycle operators and passengers.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB350-Committee Report 1st House, Substituted FN Revision 1 Implementing the provisions of the bill would result in a net negative impact of $ (0) to General Revenue Related Funds through the biennium ending August 31, 1999. Fiscal Analysis The bill would prohibit the Department of Public Safety (DPS) from issuing an original Class M license to an applicant unless they have completed and passed a training course. The bill also requires that the DPS make the course available to the applicants. Methodolgy DPS estimates that an additional 15,000 students taking the training course would be required by the bill. In addition, the bill would provide for added training sites and doubling the number of instructors that would be required for training purposes. Current cost for students taking the training course is $100. DPS estimates that a large portion of the cost for the training course would be absorbed by increasing student's tuition to $600.
