LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session February 25, 1997 TO: Honorable Rene Oliveira, Chair IN RE: House Bill No. 425 Committee on Economic Development By: Raymond House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB425 ( Relating to the policies of state agencies regarding work and family issues.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB425-As Introduced No fiscal implication to the State is anticipated. The bill would amend Section 81, Labor Code, to require two members of the Work and Family Policy Advisory Committee to be representatives of state agencies and one to be a member of the Child Care Development Board. The bill would also require the Texas Workforce Commission to employ a work-family facilitator to assist state agencies with establishing work policies that allow employees to address both work and family responsibilities. Costs related to the facilitator would be funded by annually assessing each state agency, other than an institution of higher education, 75 cents for each full-time equivalent employee (FTE) employed by that agency. As of May 31, 1996, Texas state government had 153,985 FTEs, excluding higher education employees. The annual fee of 75 cents would provide more than $115,000 in funding and would be deposited in the Work and Family Policies Fund, a dedicated account. It is assumed that the 75 cents per FTE assessment would come out of current agency appropriations and would not represent an additional cost to the General Revenue Fund or other funds.
