to the implementation of a controlled substances testing program 
to be administered to inmates housed in facililties operated 
by or under contract with the Texas Department of Criminal Justice.) 
this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by HB438-As Introduced
