75th Regular Session
March 20, 1997
TO: Honorable Warren Chisum, Chair IN RE: House Bill No. 473, Committee Report 1st House, Substituted
Committee on Environmental Regulation By: Howard
House
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on HB473 ( relating
to the licensing of waste haulers by certain counties) this
office has detemined the following:
Biennial Net Impact to General Revenue Funds by HB473-Committee Report 1st House, Substituted
No fiscal implication to the State is anticipated.
This bill would allow a counties with a population under 375,000
to license waste haulers, impose licensing fees, and enforce
licensing provisions. Licensing would enable such counties
to reduce illegal dumping in unincorporated areas.
Because
the bill would limit the amount a county collects in licensing
fees to the amount needed to fund the licensing program, no
significant implication to units of local government is anticipated.
