TO: Honorable Hugo Berlanga, Chair IN RE: House Bill No. 723
Committee on Public Health By: Dukes
House
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on HB723 ( Relating
to informed consent before the performance of a hysterectomy.)
this office has detemined the following:
Biennial Net Impact to General Revenue Funds by HB723-As Introduced
No fiscal implication to the State is anticipated. The bill
would modify the Health and Safety Code by requiring that physicians
first obtain oral and written informed consent before the performance
of a hysterectomy on a patient. The exception would be when
the hysterectomy is performed in a life-threatening situation
in which the physician determines that prior informed consent
is not possible.
No fiscal implication to units of local government is anticipated.
