Bosse, Chair IN RE: House Bill No. 770 Committee on Land and Resource Management By: Haggerty House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB770 ( Relating to the acquisition by the Parks and Wildlife Department of real property owned by the permanent school fund.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB770-As Introduced No significant fiscal implication to the State is anticipated. The bill would transfer interest in specific land within the boundaries of Franklin Mountains State Park from the permanent school fund to the Texas Parks and Wildlife Department (TPWD). In exchange for the land, TPWD would convey land of equal market value from TPWD-held lands to the permanent school fund. The exchange would have no fiscal impact. The bill, however, would require TPWD and the General Land Office to hire an appraiser to determine the market value of the lands to be exchanged. The agencies estimate that an appraisal for the Franklin Mountains land, which includes mineral deposits, would cost $25,000. Appraisal of TPWD-held land would cost $3,000, assuming the land did not include mineral deposits or other special characteristics. If the agencies agree on one TPWD-held parcel of land to exchange and appraise, and the appraised value is equal to the appraised value of the Franklin Mountains land, the total appraisal costs would be $28,000.
