In response to your request for a Fiscal Note on HB776 ( Relating 
to a municipal drainage utility system.) this office has detemined 
the following:
         
         Biennial Net Impact to General Revenue Funds by HB776-As Passed 2nd House
         

No fiscal implication to the State is anticipated.
         
The provision removing land appraised for agricultural use from 
the definition of a "benefitted property" could result in a 
loss of revenues to the City of Dallas.  The amount of the loss 
would depend on the number of properties currently being assessed 
drainage fees which would no longer be required to pay such 
fees.

Allowing the number of water meters to be considered 
in assessing drainage charges to properties is not anticipated 
to have significant negative fiscal implications on units of 
local government, since a local government would not be expected 
to consider the number of water meters as a basis for assessing 
fees if such assessments would result in a significant reduction 
in revenues.
