TO: Honorable Allen Hightower, Chair IN RE: House Bill No. 818, Committee Report 1st House, Substituted
          Committee on Corrections By: Cuellar
          House
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on HB818 ( Relating
to a study of the incidence of dual supervision of certain persons
by the pardons and paroles division of the Texas Department
of Criminal Justice and community supervision and corrections
departments.) this office has detemined the following:

Biennial Net Impact to General Revenue Funds by HB818-Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would partially implement Texas Performance Review
(TPR) recommendation PSC5 in Disturbing the Peace: The Challenge
of Change in Texas Government regarding the elimination of dual
supervision of offenders. While the bill would not eliminate
dual supervision, it would require TDCJ to use the community
supervision tracking system to provide data on the incidence,
duration, and geographic distribution of dual supervision cases
prior to the next session of the Legislature.

No significant
fiscal implication to units of local government is anticipated.
