LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 14, 1997 TO: Honorable Paul Sadler, Chair IN RE: House Bill No. 836 Committee on Public Education By: Gallego House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB836 ( Relating to optional extended year programs conducted by certain public school districts.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB836-As Introduced No fiscal implication to the State is anticipated. The bill would delete Subsection 29.082 (e) of the Education Code, which stipulates that students who attend at least 90 percent of the Optional Extended Year Program will be promoted to the next grade level unless the student's parents object to the promotion. The deletion of Subsection (e) would place more emphasis on student performance as criteria for promotion rather than attendance. The program currently promotes more than 90 percent of its participants each year. This bill could have the effect of reducing the number of promotions per year and thus increasing education costs associated with teaching retained students. Since student performance is already an important factor in promotions, however, the removal of Subsection (e) is expected to have little effect on retention rates and no significant fiscal impact to the state or to local governments is anticipated.
