In response to your request for a Fiscal Note on HB1028 ( Relating 
to strategic partnership agreements between certain local governments.) 
this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by HB1028-As Engrossed
         
No fiscal implication to the State is anticipated.
         

         
 
          
Prohibiting a municipality from annexing an area until September 
1, 1999 could reduce a municipality's ability to expand its 
tax base until that date.
