LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 11, 1997 TO: Honorable Fred Hill, Chair IN RE: House Bill No. 1053 Committee on Urban Affairs By: Gutierrez House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1053 ( Relating to access to neighborhood streets or alleys in certain municipalities.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1053-As Introduced No fiscal implication to the State is anticipated. This bill would allow municipalities with a population of 80,000 or more to adopt an ordinance to restrict access to a neighborhood street. The municipality would have the authority to install and maintain a fence, gate or other structure. A public hearing would be required to enact such ordinances, and notice of such hearings would have to be published in a newspaper of general circulation. The cost to municipalities of restricting access neighborhood streets would depend on the number of streets designated as restricted-access and the type of equipment or structure chosen to restrict access.
