LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 2, 1997 TO: Honorable Harvey Hilderbran, Chair IN RE: House Bill No. 1085 Committee on Human Services By: Maxey House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1085 ( Relating to an automated system for providing reimbursements to nursing facilities under the state Medicaid program.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1085-As Introduced No significant fiscal implication to the State is anticipated. The bill would amend Chapter 242 of the Health and Safety Code. The bill would replace references to "nursing homes" with "nursing facilities." The bill would require nursing facilities to report at least quarterly on residents' conditions via a specified electronic format to the Department of Human Services (DHS). The bill would delete language obligating DHS to charge a fee to nursing facilities that do not make their claims for reimbursement electronically. The loss of ability to charge fees could potentially have a negative impact on future state revenues. However, any potential loss should be insignificant in relation to the agency's budget.
