TO: Honorable James E. "Pete" Laney IN RE: House Bill No. 1091, As Passed 2nd House
Speaker of the House By: Goodman
          House of Representatives
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on HB1091 ( Relating
to the parent-child relationship, including suits affecting
the parent-child relationship, the establishment of paternity,
the termination of the parent-child relationship, and the adoption
of children; providing penalties.) this office has detemined
the following:

Biennial Net Impact to General Revenue Funds by HB1091-As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

The bill would dedicate fees collected for the central adoption
registry for the use of the registry, and require revenue to
be deposited into a special account in the general revenue fund.

No
significant fiscal implication to units of local government
is anticipated.
