LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 9, 1997 TO: Honorable Keith Oakley, Chair IN RE: House Bill No. 1153, Committee Report 1st House, as amended Committee on Public Safety By: Wise House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1153 ( Relating to the powers and duties of the missing children and missing persons information clearinghouse.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1153-Committee Report 1st House, as amended Implementing the provisions of the bill would result in a net negative impact of $(878,886) to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would amend Section 79.003 of the Human Resources Code relating to the missing persons clearinghouse by adding additional duties and requirements, including the following: * Adding unidentified dead bodies to the system * Development of uniform reporting and investigating procedures relating to missing children and missing persons * Publish and disseminate a directory of missing children and missing persons The bill would become effective upon passage. Methodolgy It is estimated that the Department of Public Safety would add 7 positions to implement the changes to the missing person clearinghouse contained in the bill. Three sergeant/investigators would be needed to perform investigations, provide training, recover and identify persons and coordinate with national, state and local entities. Three technicians would be needed to gather and analyze information, as well as a secretary for administrative support.
