In response to your request for a Fiscal Note on HB1193 ( Relating 
to free trial transcripts for appeals in which an affidavit 
of inability to pay costs has been filed.) this office has detemined 
the following:
         
         Biennial Net Impact to General Revenue Funds by HB1193-As Introduced
         
No fiscal implication to the State is anticipated.
         

         
 
          
The bill would save counties the cost of preparing a transcript 
for appealing a judgment from a court by limiting the circumstances 
under which a clerk of a court must prepare a transcript to 
the following:  1)  the appeal is non-frivolous and requires 
both a statement of facts and the clerk's transcript in order 
to decide the issue, and 2) an affidavit of inability to pay 
the cost of the appeal has been filed.  

It is estimated 
that the range of annual savings to counties would vary from 
$600 for smaller counties up to $30,000 for larger counties.
