LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 4, 1997 TO: Honorable Toby Goodman, Chair IN RE: House Bill No. 1230 Committee on Juvenile Justice and Family Issues By: Place House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1230 ( Relating to the place of detention for juveniles in certain counties.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1230-As Introduced No significant fiscal implication to the State is anticipated. If local jurisdictions choose detain juvenile offenders in facilities where contact with adult offender or adult staff is possible, Texas would lose eligibility for formula grant programs authorized by the federal Juvenile Justice and Delinquency Prevention Act. The provisions of the bill could result in a loss of between $2.4 and $3.6 million in federal funds by allowing local jurisdictions not to comply with certain requirements of the formula grant program authorized by the federal Juvenile Justice and Delinquency Prevention Act. The actual reduction in federal funds would depend on the actions of local jurisdictions. Funds granted through the federal Juvenile Justice and Delinquency Prevention Act are awarded through the Governor's Office and distributed to local jurisdictions.
