LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 1, 1997 TO: Honorable Debra Danburg, Chair IN RE: House Bill No. 1237, Committee Report 1st House, Substituted Committee on Elections By: Junell House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1237 ( Relating to the number of election clerks in a primary election whose service is payable with state funds.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1237-Committee Report 1st House, Substituted Implementing the provisions of the bill could result in a net negative impact of to General Revenue based on the number of voter district precincts provided by this bill. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 13,851 of the 20,397 polling places in Texas which were used during the 1996 primary elections had two workers based on the current administrative rules of the Office of the Secretary of State. The cost of adding an additional election clerk at all of these polling places could cost a total of $969,570 in even-numbered years (13,851 polling places x 14 hours work for both the primary and runoff elections x $5.00 per hour/additional clerk), but this bill would cost less than the amount shown because the additional clerk would be required only at the larger precincts.
