LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 10, 1997 TO: Honorable Debra Danburg, Chair IN RE: House Bill No. 1237 Committee on Elections By: Junell House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on HB1237 ( Relating to the number of election clerks in a primary election whose service is payable with state funds.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by HB1237-As Introduced Implementing the provisions of the bill would result in a net negative impact of $(969,570) to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would amend Section 173.008(c) of the Election Code by increasing the number of election clerks from two to three. Methodolgy 13,851 of the 20,397 polling places in Texas which were used during the 1996 primary elections had two workers based on the current administrative rules of the Office of the Secretary of State. The cost of adding an additional election clerk at all of these polling places would cost a total of $969,570 (13,851 polling places x 14 hours work for both the primary and runoff elections x $5.00 per hour/additional clerk).
