         FROM: John Keel, Director

In response to your request for a Fiscal Note on HB1254 ( Relating
to the validation of all acts, governmental proceedings, officials,
bonds, and obligations of navigation districts and port authorities.)
this office has detemined the following:

Biennial Net Impact to General Revenue Funds by HB1254-Committee Report 1st House, as amended

No fiscal implication to the State is anticipated.

No fiscal implication to units of local government is anticipated.

This bill would validate acts and proceedings of port authorities
and navigation districts. Should an issue arise which might
allow board acts or proceedings to be questioned, this bill
would confirm those actions unless: (1) the act or proceeding
is the subject of litigation, or (2) it relates to patent or
conveyance of a real property interest originally by the state
and the act or proceeding violates a restriction or condition
of that patent or conveyance.
